Donn Zea, President & CEO
Donn Zea recently joined the Northern California Water Association (NCWA) as its President & Chief Executive Officer. Prior to joining the NCWA team, Donn spent 18 years working in the forestry sector in California as Vice President, Industry Affairs for the California Forestry Association and President of the California Forest Products Commission, leading efforts to build strategic coalitions, implement scientific initiatives and communicate the many benefits of California forestry and California grown wood products. Todd Manley, Director of Government Relations
Todd Manley is the Northern California Water Association's (NCWA) Director of Government Relations. Todd works with NCWA members on issues at the local, state and federal levels. He also coordinates with government agencies, urban and agricultural water interests, and environmental organizations on various issues, including implementation of the Sacramento Valley Integrated Regional Water Management Plan, Central Valley Project Improvement Act (CVPIA), CALFED Bay-Delta Program, Endangered Species Act regulations, legislative negotiations and appropriations. Ida Otterson Noey, Administrator
Ida Otterson Noey is NCWA's Administrator. Ida has a Bachelor of Science degree in Business Administration with a concentration in Accounting from Sonoma State University. Prior to working at NCWA, Ida was employed with CrossCheck, Inc. as a legal clerk, assisting corporate counsel and legal staff. Ida is a lifelong resident of Northern California. Her family has farmed rice in the Sacramento Valley for four generations, and she now lives in West Sacramento with her husband. [read more]
Bruce Houdesheldt, Director of Regulatory Affairs
Bruce Houdesheldt came to the Northern California Water Association after three and a half years securing regulatory approvals and planning entitlements for Lennar Communities, the land development arm of Lennar a national builder operating in 14 states. As Project Planning Manager, Bruce was responsible for managing legal and technical consultant teams to secure entitlement approval for projects ranging in size from 40 - 815 acres requiring approval of wetlands delineations and permits, drainage studies, water supply allocation, and water quality permits.
