L. Ryan Broddrick, Executive Director

L. Ryan Broddrick became NCWA's 4th Executive Director in September 2007. In this new role, he will aggressively pursue NCWA's mission- to promote the economic, social and environmental viability of Northern California by enhancing and preserving the water rights, supplies, and water quality in Northern California. Ryan looks forward to working with elected officials and water users in the region to advance water management opportunities. [read more]

Todd Manley, Director of Government Relations

Todd Manley is the Northern California Water Association's (NCWA) Director of Government Relations. Todd works with NCWA members on issues at the local, state and federal levels. He also coordinates with government agencies, urban and agricultural water interests, and environmental organizations on various issues, including implementation of the Sacramento Valley Integrated Regional Water Management Plan, Central Valley Project Improvement Act (CVPIA), CALFED Bay-Delta Program, Endangered Species Act regulations, legislative negotiations and appropriations. Ida Otterson Noey, Administrator

Ida Otterson Noey is NCWA's Administrator. Ida has a Bachelor of Science degree in Business Administration with a concentration in Accounting from Sonoma State University. Prior to working at NCWA, Ida was employed with CrossCheck, Inc. as a legal clerk, assisting corporate counsel and legal staff. Ida is a lifelong resident of Northern California. Her family has farmed rice in the Sacramento Valley for four generations, and she now lives in West Sacramento with her husband. [read more]

Tina Lunt, Regulatory Affairs Specialist

Tina Lunt is NCWA's Regulatory Affairs Specialist. Tina works with NCWA members on water quality issues and represents Northern California water users before regulatory and water management agencies.

Tina joined NCWA after five years as Watershed Coordinator and Project Coordinator with the Sloughhouse Resource Conservation District (RCD). Tina's focus was on management and coordination of watershed enhancement projects and activities. [read more]

Shawna Nieves, Administrative Assistant

Shawna Nieves is NCWA's Administrative Assistant. Shawna has her Associates of Arts degree in Liberal Studies with a concentration in Business from American River College. Prior to working at NCWA, Shawna was employed with Hewlett Packard and Arthur Andersen as an Administrative Assistant. [read more]
