Todd Manley, Director of Government Relations

Todd Manley

Todd Manley is the Northern California Water Association's (NCWA) Director of Government Relations. Todd works with NCWA members on issues at the local, state and federal levels. He also coordinates with government agencies, urban and agricultural water interests, and environmental organizations on various issues, including implementation of the Sacramento Valley Integrated Regional Water Management Plan, Central Valley Project Improvement Act (CVPIA), CALFED Bay-Delta Program, Endangered Species Act regulations, legislative negotiations and appropriations.

Previously, Todd served as Federal Legislative Advocate in the Association of California Water Agencies' (ACWA) Washington, D.C. office. In that position, he was responsible for representing the association before federal legislative and administrative branch officials on a number of issues, including Endangered Species Act reauthorization, appropriations, federal projects, electric industry restructuring, and hydroelectric re-licensing. Prior to spending over five years representing ACWA in Washington, D.C., Todd worked for more than three years in the association's Sacramento office.

Todd serves on the Sacramento Valley Landowners Association Board of Directors and the Northern Sacramento Valley Water Forum Steering Committee. Todd is also a member of the CALFED Bay-Delta Program Ecosystem Restoration and Water Use Efficiency subcommittees.

He is a graduate of California State University, Sacramento's College of Business Administration where he received the degree of Master of Business Administration. He also has a Bachelor of Arts in Political Science and History from the University of California, Davis. Todd is also a member of Class 35 in the California Agricultural Leadership Program.
